If the comment section is activated on the Administrative Blog, anyone who registers (free account) is automatically eligible to post comments.  This is how we obtain peer-review feedback.  All comments must be individually approved however by someone with moderator-level privileges on the Administrative Blog.  This is to protect your eyes and ears from anyone that might post inappropriate content.  All free members are able to post topics and comments in the Peer Review Forums, as well as in the local community forums.
